Kanako, une starlette de la chanson à la carrière éphémère, décide de revenir vivre dans son village d’enfance qui abrite la tombe d’un «Kappa». Mais lorsqu’un groupe de jeunes ivres en voiture percutent la tombe sacrée pour l’envoyer dans l’eau, c’est la divine créature qui revient à la vie. Pendant ce temps, la petite fille d’un scientifique fou continue les expériences de son ancêtre visant à créer des soldats mutants mi-homme mi-poisson. L’explosion accidentelle d’une bombe atomique va créer une version géante d’un soldat mutant qui va dès lors détruire la ville. Heureusement, le Kappa a lui aussi muté en une créature géante pour lui mettre une bonne raclée au milieu des buildings.
